I was dismayed to read your article, even more so when I saw the video footage of a mother being arrested for defending her basic human rights in an apparently free and democratic nation. Given situations like this are typically arrived at via a clear and traceable decision making processes, I wanted to pass on some learnings from our experience here in the UK which may help you gain clarity for where events may lead going forward if the current course of action is maintained.
In circumstances similar to those being created by the City of Naperville, individual representatives of companies or city authorities can be held responsible for their actions, whether they are backed by legislative process or not. If an individual (or group of individuals) knowingly deploys and forces others to have a device which has been identified as a threat to people s health, security and safety, and those threats materialise, then those individuals can be pursued under a Private Criminal Prosecution, individually, for ''Vicarious Liability'', as an ''Accomplice'', in Law, for ''Assault'', ''Actual Bodily Harm'' and/or ''Grievous Bodily Harm''. This would be on the grounds that it is individuals, or groups of individuals, that take decisions, and are therefore liable for those decisions. If anyone is harmed or suffers loss as a result of a Smart Meters, for example, then they will be within their rights to pursue Prosecution against the individuals who forced those meters upon them, individually.
Under these circumstances, ''I was just following orders/protocol/doing my job'' would not provide any individuals facing one or more Private Criminal Prosecutions with a line of defence. The Nuremberg Trials showed us this. Utility firms and City ''decision makers'' have the responsibility to provide utility services safely without causing harm. They cannot be given a lawful mandate by ANY authority to install harmful spyware into people?s homes, if they decide to do so and believe they have protection through legislation, they can very much be held accountable, personally, for those actions should that legislation turn into a public health disaster (e.g. tobacco).
In the UK, if someone successfully pursues a Private Criminal Prosecution against another individual for Assault, Actual Bodily Harm and/or Grievous Bodily Harm, the penalties can be severe, including imprisonment, if found guilty. Second offences for Grievous Bodily Harm or similar carry mandatory life sentences here.
Quite presciently, the national Government here has taken the decision to not force people to have Smart Meters. This may be, in part, as a result of the EU reflecting on the findings of the Bioinitiative Reports which you refer to below. Despite this, the UK s official threshold for Non-Ionising Electromagnetic Radiation is still amongst the highest in the world (they were, in fact, voted ''obsolete'' and ''out of date'' by the EU in 2008). But as you know, however, the thresholds in the United States are even worse, much worse. It goes without saying that those chickens will surely come home to roost one day, and when they do, there s a good chance they will be infertile (sadly, one of the many observable bioeffects caused by sustained exposure to electromagnetic radiation is sperm having 3x less motility and vitality and dying 3x more quickly than unexposed sperm).
In respect of other observable biological effects and impacts from devices such as Smart Meters, it is also worth mentioning that electomagnetic radiation provokes major effects in the brain. The most important of these is the opening of the blood-brain barrier, this allows mercury, organochlorines and other pollutants to enter in the brain, where they can cause various neurodegenerative diseases. We know this because there are now techniques which have been developed which show the causal link between electromagnetic radiation exposure and biological and neurological effects.
Why is this important? Because it not only allows people who are suffering from any number of these bioeffects to identify the cause of what is ailing them, but also the source, i.e. the individual decision makers who may have had a hand in forcing them to have, for example, a Smart Meter.

''I remember, there are about a dozen years, I went to a lady to repair a power outage as I did on a regular basis in my work, says the main person. His testimony was arrested me and this is when I decided to do some research on EHS, who was little known at that time.''
Over time, the electrician furthered his research by reading and went to meet these people ''allergic'' to electromagnetic fields to help find practical solutions, including a redesign of their residence. ''Only in Magog, I know a dozen people electro. There must be even more knowing that I do not know everyone and some dare not say out loud for fear of being called crazy. There are even those who are rejected by their family and friends so there is prejudice and ignorance. These people live in hell and they need help,'' he says.
To do his utmost to improve the lives of those people who experience pain virtually permanent, Jean-Claude Morin has developed strong ties that brought him much as a human being. ''It is extremely rewarding to put happiness into the lives of these people. It happened to me often to receive a check with a letter of thanks. This is not necessarily something usual in my job, but this is the kind of attention that makes you realize a lot of things,'' says the electrician thanking the City of Magog s decision to stop installation of new smart meters.
Even though she felt intense pain, even unbearable, due to the waves emitted by the equipment used by the media, Chantal Blais took the time to explain the usefulness of an RF detector.
Even though she was well aware of all the physical and mental ailments that should endure when leaving home, the Magogoise Chantal Blais once again took his courage in both hands, on January 16. The only thing it requires is an understanding on the part of policy makers, who have the power to not make the situation worse than it already is. The number of angry parents, mayors and other players in France keeps on increasing to the point where a group of representatives at the France National Assembly are presenting (January 31st) the first comprehensive legislation to protect the population against microwave radiation including the following:
-WiFi regulation replacing wireless routers by hard wired routers in all public schools, hospitals, libraries and other public areas? (I do not know about private businesses like cafes...)
-Lowering the power of cell phone towers signals as low as reasonably achievable (based on the ALARA Principle)
-A stricter regulation for the implementation of cell phone towers, with required construction permits, and transparence in the implementation and planning of an electro-magnetic cadaster
-The development and launching of an education campaign on the dangers of electro-magnetic radiation
-The recognition/acceptance of EHS (electro hyper sensitivity), defined as an intolerance to electro-magnetic fields
The legislation proposal is based both ON the Precautionary Principle and on the scientific research to date. As you know, the industry will always claim that the research is not conclusive, but independent researchers counter that they have proven beyond doubt that the increasing microwave radiation is going to lead to a major health crisis in the coming years.
It will be interesting how the Industry in France will fight it. ''Robin des Toits'' has a task force supporting the legislation and their website http://www.robindestoits.org (in French) will keep their readers informed. It will create more awareness in the French public, even if it does not pass right away, because the young and not so young generation in France is like here, intensely glued to their wireless toys.

PS In the advent some parties decide to have WiFi free zones, it means that in cafes or libraries for example, clients could be given the option to connect through Ethernet cables.
