Unless people reduce their use of mobile phones, this will eventually happen in every city and town in the world. It is driven by the incessant and almost constant orgy of cellphone use made by people using their mobile/cellphone wherever they are. I agree that the only sensible(?) workable way to deliver this is to install an ever increasing number of micro- and femto- basestations inside buildings and transport.
While people continue to deny the adverse health effects and use and (importantly!) pay for their mobile phone services, both industry and governments will encourage their use and more and more of these small fill-in basestations will be added to the networks. It doesn't even require legislation to make this happen. Many large buildings in London have had both micro and femto cell basestations for some years now.
60% of mobile internet use is from INSIDE buildings??? Is this a reaction to many companies removing general internet access from many of their employees to stop time-wasting and employees secretly browsing on their iphone instead?
We need a change in consciousness in society. One day I believe general cellphone use will be regarded as a worse hazard than smoking. Until we change our relationship with cellphone we will get more and more electrosmog - with or without extra legislation. We are currently in a situation like the lemmings running and falling over a cliff edge that they don't even realise is in front of them.

and you will find that the AVERAGE USA cellphone user now spends (an average of) 25 minutes per day on cellphone voice calls! (Women are nearer to 30 minutes per day and men nearer to 20 minutes per day)
That is apparently the average based on analysing the bills of 60,000 USA cellphone users for one year (April 2009 - March 2010).
I know a number of people who claim to use their mobile for more than 2 hours every day - a few say "about 5 hours most days/evenings".
