Untersuchung am Jobcenter Neukölln

Aus dem Editorial: '?Nicht nur auf den öffentlichen Plätzen und in den Zeltlagern, auch an den Jobcentern findet jeden Tag eine soziale Auseinandersetzung statt, ein Kampf um Einkommen und Würde. Meist individualisiert und im Verborgenen wird auch hier um Lebensperspektiven und soziale Sicherheit gerungen - und nicht zuletzt um Respekt. Doch trotz der Massenproteste bei der Einführung von Hartz IV, erfolgreichen Zahltags-Aktionen und der kontinuierlichen Tätigkeit verschiedener Erwerbsloseninitiativen wird hier wenig Widerstand sichtbar, haben viele die Hoffnung auf Widerstand längst aufgegeben. Warum ist das so? - Und vor allem: Wie lässt sich das ändern? Während die Gewerkschaften über Möglichkeiten diskutieren, sich mittels Organizing-Strategien wieder mit Leben zu füllen, sind viele unserer Freund_ innen aus dem internationalen Mayday-Netzwerk dazu übergegangen, sich mit Militanten Untersuchungen und neuen Organisierungsformen in soziale Auseinandersetzungen vor Ort einzumischen. So haben auch wir eine Militante, also eingreifende und parteiische, Untersuchung begonnen. An einem geradezu typischen Ort, an dem soziale Unsicherheit und Entrechtung, also Prekarisierung, abgewickelt wird: Dem Jobcenter Neukölln. Die vorliegende Broschüre stellt dabei eine Zwischenauswertung dar. Wir berichten von unseren Erfahrungen mit Gesprächen und Aktionen, mit Institutionenanalyse und Versammlungen, mit Empörung, Enttäuschung und Widerstandsperspektiven. Wir wollen unsere Erfahrungen weitergeben und zur Diskussion stellen, weiter experimentieren und gemeinsam nach neuen Wegen suchen, wollen die Macht des Hartz IV-Regimes brechen.?' Die sozial-politische Basisinitiative 'Zusammen! Gegen das Jobcenter Neukölln' lädt am Dienstag, den 13.12. ab 19 Uhr zu einer öffentlichen Veranstaltung in die ?B-Lage? in der Mareschstraße 1 in Berlin-Neukölln ein. Dort werden die Recherche- und Untersuchungsarbeit von 1,5 Jahren rund um das und im Jobcenter Neukölln vorgestellt und diskutiert: Dienstag 13.12., 19 Uhr, in B-Lage (Mareschstraße 1, Berlin-Neukölln)

'Immer öfter werden Hartz-Bezieher mit Sanktionen belegt, weil die Jobcenter die Gangart verschärfen. Die Kritiker des Strafsystems kommen nicht recht in die Offensive. Es war vor ein paar Tagen, der Koalitionsvertrag von SPD und Union in der Hauptstadt war noch nicht unterzeichnet, da kündigte der BerlinerCDU-Bundestagsabgeordnete Frank Steffel schon einmal einen 'Paradigmenwechsel in der Arbeitsmarktpolitik' an. Broschüre 'Keiner geht allein zum Amt' herausgegeben. Darin wird nicht nur über das Recht informiert, mit einem Beistand zum Jobcenter zu gehen. Jung und Billig: Gegen Ausbeutung im Minijob, eine Kampagne stellt sich vor

'Am 16. Dezember 2011 ist offizieller Kampagnenstart der Jung und Billig Kampagne in Berlin. Wer wir sind, was wir mit der Kampagne erreichen wollen und was ihr machen könnt, um daran teilzuhaben, wollen wir hier für euch klären. MinijobberInnen begegnen uns in letzter Zeit immer häufiger im Alltag. Sie sind die Menschen, die uns im Gruselkabinett erschrecken, uns in Gaststätten bedienen und unseren Einkauf über das Warenband laufen lassen. In allen Betrieben, in denen man relativ flexibel mit seinen Angestellten umgehen kann, werden MinijobberInnen immer beliebter, um Vollzeitangestellte zu ersetzen und Sozialabgaben niedrig zu halten. Die Angestellten müssen nicht nur in ihrer Arbeitszeit flexibel bleiben, sondern auch immer mehr hinnehmen, dass ihr/e ChefIn auch relativ flexibel mit ihren Rechten rumspielt. Hier liegt die große Gemeinsamkeit bei allen Minijobs. Der Grad, in dem vorallem jungendliche MinijobberInnen für ihre Unerfahrenheit ausgenutzt werden, wird allgemein unterschätzt. Vor einigen Jahren gab es koordinierte Weigerungen, die Erwerbslosen Kolleg_innen so schäbig zu behandeln, ähnlich der Kampagne 'Mach meinen Kumpel nicht an'. Hingegen hat die Personalratsvorsitzende des JC BO sich auf dem ver.di-Bundeskongress im September in Leipzig energisch dagegen gewandt, dass im Antrag B 082 die Praxis der Jobcenter zutreffend mit den Begriffen 'Diskriminierung', 'Willkür' und 'Drangsalierung' in Verbindung gebracht wurde. (Tagesprotokoll Teil 23, S. 4f). Der Antrag kritisiert auch zutreffend den Zwang, bestimmte Sanktionsquoten zu erreichen??

Er führt einen Teil der Probleme auf eine Überarbeitung der Jobcenter-MitarbeiterInnen zurück, die sich in häufigen Krankmeldungen ausdrücke. Es sei der Initiative bekannt geworden, dass mehrere MitarbeiterInnen ihren Vorgesetzten gemeldet hätten, wegen zu vieler Fälle ihre Arbeit nicht mit der nötigen Gründlichkeit erledigen zu könne?'
