Neue Zahlen zur Niedriglohnbeschäftigung in Deutschland. 3,6 Millionen verdienen unter 7 Euro

'Fast 3,6 Mio. Beschäftigte in Deutschland arbeiteten im Jahr 2009 für weniger als 7 Euro brutto pro Stunde. Dies entspricht gut elf Prozent aller Beschäftigten. Mehr als 1,2 Mio. bekamen sogar einen Stundenlohn von weniger als 5 Euro. Das zeigen neue Auswertungen des Instituts Arbeit und Qualifikation (IAQ) der Universität Duisburg-Essen. 'Selbst bei einer Vollzeitbeschäftigung liegt das monatliche Erwerbseinkommen bei solchen Stundenlöhnen nur bei rund 800 Euro oder sogar darunter, was selbst bei Alleinstehenden nicht zum Leben reicht', rechnet Dr. Claudia Weinkopf, Stellvertretende IAQ-Direktorin. Unter 8,50 Euro, also der von den Gewerkschaften als Mindestlohn geforderten Bezahlung pro Stunde, arbeiteten 2009 fast 5,8 Mio. Beschäftigte. So schreibt die Initiative: ?Wenn ein Bürger von einem Jobcenter zum Medizinischen Dienst geschickt wird und ihm "Teilhabe am Arbeitsleben" bescheinigt wurde, ist es Jobcentern prinzipiell möglich, ihn mit Hilfe von Sanktionsandrohungen in Behindertenwerkstätten einzuweisen. Ärzte des Medizinischen Dienstes der Arbeitsagentur sind laut Bundestag, Gerichtsentscheidung und Pressemeldungen keine Vertrauensärzte. Behindertenwerkstätten zahlen keinen regulären Arbeitslohn, sie dürfen Bürger an profitorientierte Fremdfirmen verleihen, Bürger können den Sozialhilfestatus durch Arbeitsleistungen gar nicht verlassen. Laut Internetrecherchen könnte es ausreichend sein, im Protest, weil Bürger nicht als Schlachtergehilfe arbeiten will, laut geworden zu sein, oder Angst vor einem erneuten Bandscheibenvorfall geäußert zu haben. Laut UN dürfte es Behindertenwerkstätten auch nicht für Schwerbehinderte geben, weil kein regulärer Arbeitslohn gezahlt wird.' Eine Rechtsanwältin eines Integrationsverbandes sagte, es existiere in den Hartz IV Behörden eine entsprechende interne Dienstanweisung, 'die von Fallmanagern missbraucht werden können'. 'Es klingt unglaublich, was in den Medien über Korruption und Amtsmissbrauch bei der Agentur für Arbeit in Saarbrücken berichtet wird. Illegale Leiharbeiter bearbeiteten rechtswidrig und ohne Wissen der Kunden sensible Vorgänge bei der Arbeitsvermittlung. Angestellte der Arbeitsagenturen, insbesondere die Arbeitsvermittler, sind für Arbeitsuchende gezwungenermaßen Vertrauenspersonen. Wer auf die Arbeitslosenhilfe angewiesen ist, muss der Behörde eine Vielzahl an persönlichen Daten offenbaren. Datenschutz zählt somit zu den Grundsätzen dieser Behörde, der nun augenscheinlich grob missbraucht wurde. Zur Aufklärung tragen die Verantwortlichen kaum etwas bei, vielmehr werden Anfragen nur schleppend bis gar nicht bearbeitet. Selbst der Bundesdatenschutzbeauftragte Peter Schaar wird hingehalten.
