Rund ein Drittel aller Bundestagsabgeordneten hat zugleich eine Leitungsfunktion bei Diakonie oder Caritas inne, auf kommunaler Ebene sind die Verbindungen noch frappierender, mancherorts betreiben Staat und Wohlfahrt sogar gemeinsame Tochtergesellschaften. Unter so engen Verbündeten verzeiht man dann schon mal, wenn die Wohlfahrer gar nicht so gemeinnützig wirtschaften, wie es ihre Steuerklasse vermuten lässt. ''Gemeinnützig ist an den meisten Wohlfahrtsunternehmen nur ihr steuerlicher Status'', sagt Wohlfahrtsskeptiker Graf. Laut IZA-Studie muss das deutsche Steuer- und Abgabensystem radikal reformiert werden. Dieser Status schreibt ihnen vor, dass am Ende jedes Jahresabschlusses eine schwarze Null stehen muss. ''Daraus zu schließen, dass sie keine Überschüsse machten, ist allerdings Quatsch'', sagt Graf. Stattdessen heißt es: Sie müssen ihre Gewinne reinvestieren, ob in Armenküchen oder neue Geschäftsräume, bleibt ihnen allerdings selbst überlassen. Gerade hat das Diakonische Werk eine neue Hauptverwaltung für den Bundesverband in Berlin eröffnet, Kostenpunkt: 65 Millionen Euro.
