Der Staat ist seit langem in Zahlungsverzug gegenüber Apotheken, Ärzten und Lieferanten medizinischer Geräte. Krankenkassen funktionieren nicht mehr. Sozial Schwache können sich die Behandlung in Krankenhäusern nicht mehr leisten. Medikamente gehen langsam aus, Krankheiten wie Malaria, Tuberkulose oder das Nil-Virus nehmen seit Ausbruch der Finanzkrise kontinuierlich zu. Doch ohne Wenn und Aber besteht die Troika auf drastische Sparmaßnahmen.
