Die Bundesregierung lässt weiterhin Lobbyisten direkt in den Ministerien mitarbeiten. Das zeigt der aktuelle Bericht über sogenannte ''externe Mitarbeiter'' in den Bundesbehörden für das zweite Halbjahr 2011. Besonders brisant sind zwei Mitarbeiter des Bundesverbands der Deutschen Industrie (BDI), die im Auswärtigen Amt und im Entwicklungsministerium eingesetzt werden.

Der BDI-Mitarbeiter im Auswärtigen Amt soll sich dort laut Bericht mit folgenden Themen beschäftigen: ''Investitionsgarantien, Organisation von Projekten der Außenwirtschaftsförderung und der strukturellen Verbesserung der Zusammenarbeit mit Wirtschaftsverbänden''. Damit berührt seine Tätigkeit dort klar die kommerziellen Interessen der BDI-Mitglieder. Die Verwaltungsvorschrift für externe Mitarbeiter sagt dagegen ganz klar, dass der Einsatz externer Mitarbeiter in ''Funktionen, deren Ausübung die konkreten Geschäftsinteressen der entsendenden Stelle unmittelbar berührt'' grundsätzlich nicht zulässig ist. Das Auswärtige Amt unter der Leitung von Guido Westerwelle verletzt damit unserer Einschätzung nach die Vorschriften.
