Es ist ein europäisches Trauerspiel mit verteilten Rollen und gezinkten Karten

Zu der Drohung einer US-Ratingagentur Deutschland ein schlechtere Bewertung zu geben, erklärt die Vorsitzende der Partei DIE LINKE, Gesine Lötzsch:

Die US-Ratingagentur Standard & Poor s hat Deutschland mit dem Entzug der besten Bonitätsnote «AAA» gedroht. Das Unternehmen kündigte an, die Kreditwürdigkeit der Bundesrepublik und 14weiterer Euro-Staaten neu zu prüfen. Die Bundesregierung weiß spätestens seit dem Beginn der Bankenkrise 2008, dass die Ratingagenturen schlechte Ratgeber sind. In der Finanzkrise 2008 haben sie Bestnoten für Wertpapiere vergeben, in denen faule US-Immobilienkredite gebündelt waren. Damit führten sie Anleger in die Irre. Die Bundesregierung muss sich fragen lassen, warum Ratingagenturen, die ihre Inkompetenz nachgewiesen haben, immer noch am Markt sind und über das Schicksal eines ganzen Kontinents entscheiden dürfen? Das Problem ist mindestens seit 3 Jahren bekannt, doch nichts ist passiert! Die drei profitorientierten US-Unternehmen Standard & Poor s (S&P), Moody's und Fitch dominieren den Markt. Sie bewerten die Unternehmen von denen sie bezahlt werden. Damit sind die Ratings nicht objektiv. EU-Binnenmarktkommissar Michel Barnier wollte die Bewertungen von Euro-Krisenländern unter bestimmten Umständen vorübergehend verbieten, konnte sich aber in diesem Punkt nicht durchsetzen. Ich frage die Bundesregierung, wer hat diesen sinnvollen Vorstoß des EU-Binnenmarktkommissars verhindert? Wenn die Ratingagenturen nachweislich falsche Bewertungen abgeben, den Markt manipulieren und trotzdem weiter machen dürfen, dann muss ich davon ausgehen, dass die Politik offensichtlich nicht Willens ist, die Ratingagenturen zu entmachten. Dafür spricht einiges: Die Ratingagenturen machen genau das, was von ihnen erwartet wird. Sie drohen demokratisch gewählten Regierungen, ständig neue Kürzungspakete aufzulegen. Die Kürzungspolitik europäischer Regierungen ist nur möglich, weil sie auf angeblich unabhängige Ratingagenturen verweisen können. DIE LINKE fordert die Bundesregierung auf, das falsche Spiel mit den Ratingagenturen zu beenden. Sie dürfen nicht länger als Instrument dienen, um die Menschen in Europa unter Druck zu setzen. Es gibt nur eine Lösung: Die Spekulationen der Finanzwirtschaft müssen von der realen Wirtschaft abgekoppelt werden. Deshalb brauchen wir eine öffentlich-rechtliche Bank und öffentlich-rechtliche Ratingagenturen. Zudem brauchen wir Regierungen, die dem Willen der Wählerinnen und Wähler folgen und nicht dem Willen der Ratingagenturen. Wir befinden uns nicht in einer Staatsschuldenkrise, wie immer wieder gern behauptet wird. Wir befinden uns in einer Verteilungskrise. Die OECD hat gerade festgestellt, dass in Deutschland dieSchere zwischen Arm und Reich immer größer wird. Weitere Kürzungspakete werden diese Kluft noch weiter vergrößern. Das ist ein Spiel mit dem Feuer!
