In den letzten Jahren sind die Arbeiten von Frances Fox Piven (geb. 1932) und Richard A. Cloward (1926-2001) vor dem Hintergrund der globalen Krise wieder auf mehr Beachtung gestoßen. Insbesondere ihre 1977 veröffentlichte Studie »Poor People?s Movements: Why They Succeed, How They Fail«, die
1986 auf Deutsch unter dem Titel Aufstand der Armen erschien, stößt auf Interesse, weil sie in historisch-analytischer Weise auf zentrale Fragen der Entstehung, des Verlaufs und möglichen Erfolgs sozialer Bewegungen eingeht, die ab 2008 eine neue Aktualität erhalten haben. Im Juni 2009 war Frances Fox Piven in Deutschland und sprach auf der Konferenz »Class in Crisis. Das Prekariat zwischen Krise und Bewegung«, die am 19./20. Juni von der Rosa-Luxemburg-Stiftung in Berlin durchgeführt wurde, zum Thema »Gewerkschaftskämpfe zwischen Entsolidarisierung und neuer Solidarität«. Am 22. Juni 2009 kam sie auf Einladung der »Stiftung W.« nach Wuppertal, und im Anschluss an ihren Vortrag über »Armutspolitik in Krisenzeiten« hatten wir, Cecil Arndt (CA) und Christian Frings (CF), Gelegenheit ein Interview mit ihr zu führen. In den USA ist Frances Fox Piven zur Zeit einer regelrechten Hetzkampagne durch den rechtsextremen Propagandisten Glenn Beck ausgesetzt, der in den Fox News als Sprachrohr der Tea-Party wirkt. Nachdem Beck und andere Konservative schon seit Jahren in verschwörungstheoretischer Manier die »Piven-Cloward-Strategie« für den ökonomischen Niedergang der USA bis hin zum Wahlsieg Obamas verantwortlich machen, lieferte ein kurzer Artikel von Piven im linken Magazin The Nation vom 22. Dezember 2010 zu den Perspektiven einer Arbeitslosenbewegung in den USA (siehe die Übersetzung unten) den Anlass für Beck und Fox News, die Angriffe auf sie zu intensivieren. Die Folge war eine zunehmende Flut von Morddrohungen, die vor dem Hintergrund des Anschlags auf die Abgeordnete Gabrielle Giffords vom 8. Januar 2011 ein neues Gewicht bekommen. Die Herausgeber von The Nation haben sich in der Ausgabe vom 7. Februar 2011 demonstrativ hinter Frances Fox Piven gestellt und die Drohungen gegen sie öffentlich gemacht. Obwohl sie Frances Fox Piven Angst machen, sieht sie auch die gute Seite daran: In den letzten Tagen konnte sie Zeitungen Interviews geben und im Fernsehen auftreten, um ihren Standpunkt zu vertreten. »Immerhin haben wir jetzt ein Megaphon« sagte sie dem Guardian. http://www.labournet.de/internationales/usa/piven1.html

Das passiert heute viel zu wenig. Die Gewerkschaften versuchen nur, Einfluss auf Wahlen zu nehmen und die Unorganisierten zu organisieren ? wobei ich nicht den Eindruck habe, dass sie wirklich sehr hart an dieser Organisierung arbeiten, aber sie sagen, dass sie es tun. Wirklich hart arbeiten sie daran, eine Rolle in den Wahlkampagnen zu spielen. Und das hat nichts damit zu tun, das mögliche Störpotential zu aktivieren, das sich aus den neuen Produktionssystemen ergibt??

Freiheit statt Frontex. Keine Demokratie ohne globale Bewegungsfreiheit

?Mit den beeindruckenden Aufstandsbewegungen in der arabischen Welt und dem Sturz der Despoten in Nordafrika kommen dem vorverlagerten EU-Grenzregime die Wachhunde abhanden. Die Frage einer verschärften Migrationskontrolle durch die europäische Grenzschutzagentur Frontex ist in Politik und Medien in diesen Tagen und Wochen ein großes Thema. Umso dringender erscheint es uns, gegen den fortgesetzen Tod und das Leid an den Außengrenzen die berechtigte Forderung der Flüchtlinge und MigrantInnen nach Bewegungsfreiheit stark zu machen. Der Eckpfeiler der Flüchtlingsabwehr

?Mit aller Macht sperrt sich Berlin gegen die Aufnahme von Flüchtlingen aus dem nordafrikanischen Krisengebiet. Nach ihrer Weigerung, in Südeuropa anlandende Flüchtlinge wenigstens anteilsmäßig aufzunehmen, beteiligt sich die Bundesregierung an Maßnahmen, die darauf abzielen, die aus Libyen entkommenen Menschen in Nordafrika zu halten. Aufrufe, wenigstens von Pogromen bedrohte Schwarze aus Libyen in die EU einreisen zu lassen, verhallen ungehört. Trotz aller Abschottungsbemühungen gerät das deutsch-europäische Flüchtlingsabwehrsystem durch den Kollaps der nordafrikanischen Diktaturen weiter unter Druck. Die katastrophalen Bedingungen, unter denen Migranten in Griechenland vegetieren müssen, hatten seit einiger Zeit Proteste gegen von Berlin gewünschte EU-Normen
('Dublin II') laut werden lassen, die die Flüchtlingsversorgung insbesondere südlichen EU-Staaten übertragen. Nach dem Zusammenbruch der nordafrikanischen Grenzabschottung wehren sich nun auch Länder wie etwa Italien gegen 'Dublin II'. Heute Abend in der ARD-Sendung 'exclusiv' läuft ein Report, der alle Fischfreunde erschüttern muss: Es geht um die Zucht des südostasiatischen Pangasius, der auch in unseren Küchen immer beliebter wird. Die Autoren sind nach Vietnam gereist, wo diese Speisefische in Aquakulturen auf katastophale Weise gehalten, gemästet und zum Schlachten transportiert werden. In Vietnam ist der Mekong bereits durch chemische Abwässer und Antibiotika aus den Kulturen verseucht.

Doch nicht nur für Tier und Umwelt hat die Fischzucht in Vietnam Folgen. In den Fischfabriken werden die Pangasius-Filets häufig mit Phosphaten angereichert, damit das Fleisch Wasser speichert und schwerer wird. Der Verbraucher wird also nicht nur betrogen, sondern muss auch um seine Gesundheit fürchten.

E10 ist ein Beitrag dazu, Menschen in Entwicklungsländern das tägliche Brot zu nehmen. Die Lebensmittelpreise steigen weltweit dramatisch an, weil immer mehr Agrarkonzerne ihre Ackerflächen nicht mehr für die Lebensmittelproduktion, sondern für die Herstellung von Biosprit nutzen. E10 ist auch kein Beitrag im Kampf gegen den Klimawandel. Im Gegenteil, neue Anbauflächen führen u.a. zur Abholzung des Regenwaldes. Rohstoffe für die Herstellung von Biosprit müssen nach Deutschland über lange Handelswege importiert werden. Mit E10 werden also keine Probleme gelöst, sondern neue geschaffen.

Die missglückte Einführung von E10 macht deutlich, dass sich Herr Röttgen auf die Mineralöl- und Autolobby verlassen hat, anstatt die Einführung ordentlich im Interesse der Verbraucher zu kontrollieren.

DIE LINKE fordert die Bundesregierung auf, sofort die Mineralöl- und Autolobby in die Verantwortung zu nehmen und die garantierten Vertragsstrafen von der Mineralölindustrie einzutreiben. Gleichzeitig brauchen wir eine grundlegend andere Umwelt- und Mobilitätsstrategie, die den Konflikt mit der Mineralöl- und Autoindustrie nicht scheut.
