Regimechange durch UN-Militäreinsätze darf nicht ins Völkerrecht

Zur Beendigung des internationalen Militäreinsatzes in Libyen zum 31. Oktober 2011 durch den Beschluss des UN-Sicherheitsrates erklärt das Mitglied des Parteivorstands der LINKEN, Gerry Woop:

Das Ende des UN-Mandats für den Libyen-Einsatz ist Anlass zum kritischen Nachdenken. Obwohl Gaddafis Regime glücklicherweise ein Ende gefunden hat, stellen sich zahlreiche Fragen nicht nur zu den Umständen seines Todes, zu Menschenrechtsverletzung auf beiden Bürgerkriegsseiten und zu den realen Opferzahlen des Krieges.

Die für die UNO entscheidende Frage muss ein, wie sie zukünftig den Schutz von Bevölkerungen in Bürgerkriegssituationen gewährleistet, ohne auf zu vager Grundlage zum militärischen Instrument zu greifen, ohne zu militärischer Eskalation beizutragen, ohne faktisch relevante Bürgerkriegspartei zu werden und ohne die Einsatzziele immer weiter bis hin zum Regimechange auszudehnen.

Die Ereignisse der vergangenen Monate wie auch die Ablehnung Chinas und Russland zur notwendigen Verurteilung von Gewalt in Syrien durch den Sicherheitsrat zeigen, dass das Mandat der Resolution 1973 ungenau, zu offen für einen breiten Militäreinsatz und vor allem eine deutliche Überdehnung der UN-Charta war. Eine Schutzzone für Menschen darf nicht zum Regimechange als Einsatzziel ausgedehnt werden, wenn Schaden vom Völkerrecht abgehalten werden soll. Mit den Erfahrungen des Libyenmandats ist dem Instrument der Flugverbotszone und der Idee der Schutzzonen ein Bärendienst erwiesen worden.
