Für 13 Vorträge erhielt er mindestens 57.000 Euro. Die Geschichte hat zwei brisante Facetten: erstens was macht ein Volksvertreter bei einer Spionagefirma? Zweitens waren die Vorträge auf Seiten des Bundestages jahrelang falsch angegeben.

Hakluyt Hakluyt & Company wurde von ehemaligen britischen Geheimdienstlern gegründet und ist spezialisiert auf die Beschaffung von Wirtschaftsinformationen für große Unternehmen. Ende der 90er Jahre spionierte die Firma für die Ölkonzerne bp und Shell durch einen Spitzel Greenpeace und andere Umweltorganisationen aus. Wie aus einer Spionagefirma ein Geschichts-Verein wurde

Jahrelang blieb die Tätigkeit des Unions-Fraktionsvize Michael Fuchs für einen umstrittenen privaten Nachrichtendienst der Öffentlichkeit verborgen. Denn auf der Bundestagswebseite wurde stattdessen ein ähnlich klingender Verein aufgeführt. Nach unseren Recherchen ist der Politiker dafür mitverantwortlich. Denn: Michael Fuchs selbst hat den Namen seines Auftraggebers bei der ersten Meldung an den Bundestag verkürzt. Am Ende wurde, auf ungeklärtem Wege, auf der Bundestagswebseite aus der Spionagefirma Hakluyt & Company der Geschichts-Verein Hakluyt Society. Und damit wurden für die Öffentlichkeit aus einer brisanten Tätigkeit harmlose Vorträge.

Inzwischen musste Michael Fuchs noch eine weitere Angabe berichtigen: statt einer Beteiligung an der ''Grundstücksverwaltung GmbH, Koblenz'' steht nun ''Grundstücksverwaltungs- und Beratungs-GmbH & Co KG, Koblenz'' auf der Webseite. Der kleine, aber feine Unterschied: Die bisherige Angabe verriet nicht, dass die Firma auch als Unternehmensberatung arbeitet. Das ist hinsichtlich möglicher Interessenkonflikte für einen Abgeordneten natürlich viel heikler als eine reine Grundstücksverwaltung. Wir bleiben an dem Fall dran.

Focus enthüllte Ende November, dass der Gesundheitsexperte der CDU im Bundestag, Jens Spahn, jahrelang indirekt Anteile an der Lobby-Agentur Politas hielt. Spahn schickte uns damals eine Stellungnahme zu dem Focus-Artikel zu. Aber die Stellungnahme ließ wichtige Fragen offen. Wir haben Spahn eine Reihe von Nachfragen geschickt, aber bis heute keine Antwort erhalten.



Konsequenzen ziehen, Verhaltensregeln verbessern

Im Fall Fuchs spielt auch die Bundestagsverwaltung eine wichtige Rolle. Denn sie ist nicht in der Lage, aufzuklären, wie es zu der falschen Angabe bei den Nebentätigkeiten beim Unions-Fraktionsvize kam. Die Geschichte macht die Probleme und Lücken der aktuellen Transparenzregeln für Bundestagsabgeordnete deutlich. Auch das Meldeverfahren bei der Bundestagsverwaltung muss verbessert werden.

Gemeinsam mit europäischen Partnern haben wir gestern einen Protestbrief an EU-Kommisionspräsident Barroso geschickt: Er soll die Wiederberufung von Michel Petite als Ethikberater der EU-Kommission zurücknehmen. Petite war früher Chef des juristischen Dienstes der EU-Kommission. Inzwischen hat er die Seiten gewechselt und ist selbst als Lobbyist tätig. So nutzte er seine alten Verbindungen zum Juristischen Dienst beispielsweise für den Tabakkonzern Philip Morris.

Ein Seitenwechsler, der mit seinen alten Kontakten Kunden einen bevorzugten Zugang zur EU-Kommission verschafft, ist als Ethikberater schlicht untragbar. Barroso muss das Komitee mit externen und unabhängigen Experten neu besetzen.

Bundesregierung bezuschußt Münchner NATO-»Sicherheitskonferenz« mit Steuergeld. Bündnis kündigt Proteste an

*Bundesregierung und Bundeswehr sind auch in diesem Jahr wieder die tragenden Säulen der sogenannten Münchner Sicherheitskonferenz, die am Freitag beginnt. Auf Anfrage der Linksfraktion teilte die Bundesregierung mit, das Presse- und Informationsamt sponsere die Veranstaltung mit 350000 Euro. Das ist ein Drittel der mit 1,15 Millionen Euro veranschlagten Gesamtkosten des Treffens, das in diesem Jahr zum 50. Mal stattfindet. Nicht in dieser Rechnung enthalten ist die Unterstützung durch 330 Soldaten der Bundeswehr. Jeweils 120 Soldaten kommen bei der Organisation und bei den Fahrdiensten zum Einsatz, weitere assistieren bei der Presse- und Öffentlichkeitsarbeit und beim Dolmetschen. 50 Feldjäger übernehmen den Personen- und Begleitschutz. Für Personal- und Sachkosten veranschlagt die Bundesregierung 626000 Euro, zu übernehmen vom Steuerzahler?"
