Amendment <NumAm>329</NumAm>
<Article>Annex I, Chapter
I, "Cooperation", theme 3 "Information and Communication Technologies",
subtitle "Rationale", paragraph 2</Article>
The
escalating economic and societal demands, together with the continued
mainstreaming of ICT and the need to push further the technology limits
set a growing agenda for research. To bring technology closer to people
and organisational needs means: hiding technology complexity and
revealing functionality on demand; making technology very simple to
use, available and affordable; providing new ICT-based applications,
solutions and services that are trusted, reliable, and adaptable to the
users’ context and preferences. Driven by the demand of more-for-less,
ICT researchers are involved in a global race to achieve further
miniaturisation, to master the convergence of computing, communications
and media technologies, and the convergence with other relevant
sciences and disciplines, and to build systems that are able to learn
and evolve. From these diverse efforts a new wave of technologies is
emerging. ICT research activities will also draw on a broader range of
scientific and technological disciplines including bio- and life
sciences, psychology, pedagogy, cognitive and social sciences.

The
escalating economic and societal demands, together with the continued
mainstreaming of ICT and the need to push further the technology limits
as
well as to develop innovative high-value ICT-based products and
services, set a growing agenda for research. To bring
technology closer to people and organisational needs means: hiding
technology complexity and making technology
functional; making technology very simple to use,
available and affordable and accessible for all,
including for disabled persons; providing new ICT-based
applications, solutions and services that are trusted, reliable, and
adaptable to the users’ context and preferences; using ICT for
sustainable development, particularly in the management of transport,
in conservation of energy and in natural resource use. Current ICT
research focuses on miniaturisation, mastering
convergence of computing, communications and media technologies, including system
interoperability, and convergence
with other relevant sciences and disciplines, and on building
systems that are able to learn and evolve. From these diverse efforts a
new wave of technologies is emerging. ICT research activities will also
contribute
to a broader range of scientific and technological
disciplines including biology,
chemistry
and life sciences, psychology, pedagogy, cognitive and social
sciences, as
well as monitor closely any possible impacts of ICT technologies on
human health and wellbeing, in particular the effects of
electromagnetic radiation.

Dear
Honourable Members of the European Union: A "yes
vote" for Amendment 329 will be a very important contribution toward
improving the lives of many who are affected every day by toxic effects
of electromagnetic radiation!
I believe
there are many things that can be done to help reduce the emotional,
physical and financial harm that currently exists -- I refer to this
tragic situation as "An Avoidable Healthcare Crisis."
Funding is
necessary for the purpose of not only conducting epidemiological
investigations but also to allow responsible, EMF scientists such as
Dr. Denis Henshaw (Bristol University/UK) and Assoc. Prof. Olle
Johansson (Karolinska Institute in Sweden) to conduct studies re
cellular changes that are markers for irradiation. Additionally,
there are hundreds of inconclusive and weak studies that need to be
reviewed for possible revision due to improved scientific methods and
increased knowledge and awareness regarding mechanisms
that relate to toxic changes as result of chronic, prolonged, low
level EMF/EMR exposures (whether from cell phones, telecommunications'
antennae/WiFi, high voltage powerlines and transformers, electric
meters, and electric appliances such as clocks, monitors, fans,
touchlamps and high intensity lamps, power supply boxes for cordless
phones, high frequencies on electrical wiring and more) that
should allow for many studies to be reclassified from categories of "no
findings re harm" to "conclusive findings in support of harmful health
effects."
Persons
around-the-world are reporting all sorts problems often referred
to as "electrical sensitivity (ES)." Many symptoms are seemingly
innocuous and fall into a category simulating allergic reactions.
Such symptoms tho -- sinus infections, asthma, ear infections,
headaches, rashes, fatigue, and more, can lead to chronic problems,
disability and even death.
My family
endured years of pain watching two wonderful infants/toddlers suffer
from chronic sinus, chronic asthma, chronic ear infections,
gastrointestinal discomfort, etc. that resulted in diagnoses of "rare
immune deficiencies" -- low IgG subclasses 1 and 3. The immune
problem was rare because the boys were "ageing!!!"
"Ageing" is
what happens to cells before they undergo malignant
transformation!!! We were told the boys may develop
Leukaemia or other cancers. We were asked whether children had
died in the family........ No children had died
and extensive blood testing confirmed there is no genetic link to the
boys' rare health problem(s).
I discovered
the boys were sleeping up against "powerwalls" (walls opposite electric
meters) in their respective homes. The beds were moved and the
boys improved dramatically -- improvement in overall IGG's of 100
points and 204 points respectively within five months of moving the
boys' beds!!!
I later
learned that the boys' blood had been sent to EMF Researcher, Dr. Fatih
Uckun (University of Minnesota). We have never been told to this
day by any doctor that "EMF's" are/were "the reason(s)" for our
grandsons' needless suffering!!! Ironically, today (June
13, 2006) is the 18th birthday of the eldest-affected child -- we
"thank God" for the privilege of celebrating such a wonderful day!!!
Guinea pig
studies were conducted in my own home placing cages against
"powerwall." Like the boys, the guinea pigs soon developed
"asthma" -- confirmed by 3 veterinarians. The guinea pigs'
complete blood counts (CBC's with differentials) revealed
"hypersegmented neutrophils (slowed DNA synthesis), severe neutropenia
and lymphocytosis. These findings are "markers for irradiation"
and are also "pre-Leukaemic blood changes!!!" One out of
each set of two guinea pigs died within 30 days of powerwall
exposure.......
Mrs. Bonnie
Boyum, a registered nurse who works at the Veterans' Hospital in
Minneapolis, Minnesota (USA), has authorized me to share that her
wonderful son, Michael Boyum, died at age 23 from Leukaemia. She
reports that he had an electric clock and small fan on the headboard of
his waterbed. Michael was a teacher -- we know he
"still is......."
The mother
of a 14-year old boy from down our street (their home is approximately
150 ft. from two high voltage powerlines) told me her son had suffered
chronic ear infections for three years after moving into the
home. I discovered he also had an electric clock radio on his
nightstand, approximately 2-3 ft. from his pillow. His mom
removed the clock radio as we spoke. Six months later, the
mother reported to me that her son had only one ear infection after
moving the clock radio and that he had been well for the rest of the
six months.
My husband
and I live only 50 ft. from the same two high voltage lines as above
mom and son. I have a 3-page list of health problems and symptoms
we have suffered over a period of approximately 30 years (since the
lines were installed). At one time, I was diagnosed as having
"pre-senile dementia." I also have suffered a carotid
endarectomy for a 98% blockage to my left internal carotid artery and a
90% blockage to my left anterior descending artery (heart). A
stent was placed in that artery in 2000.
My husband
has Alzheimers. I moved his electric clock radio (three years
ago) and his next neuropsych tests indicated "improvement." He
can not tolerate medications currently being used for Alzheimers and
those meds do not offer "improvement" but rather possible slowing of
progression.
Knowledge
about dangers of living so close to high voltage lines as well as
sleeping close to electric appliances, etc. (evidence supports that all
health problems from poor sleep to cancer may occur -- including
learning disorders, ADD, Multiple Sclerosis, Parkinsons, Type II
Diabetes, Alzheimers, chronic asthma, chronic sinus infections, chronic
ear infections, chronic headaches/migraines, depression, miscarriages,
brain cancer, Leukaemia, other cancers -- literally every disease may
result from chronic, prolonged exposure to low levels of EMF/EMR),
prompted me to research supplementing our diets with
antioxidants.
We have
found Melatonin to be a very important antioxidant and we
currently ingest (daily) over 20 other vitamins, minerals and
supplements in an effort to overcome the toxic effects of EMF/EMR from
the two high voltage powerlines as well as nighttime EMR exposures due
to sleeping close to electrical and telephone equipment.
Electromagnetic
radiaiton funding is imperative not only for purpose I cite above in
regard to establishing proper, factual research so the public can
be informed regarding "prudent avoidance measures," but also for the
purpose of determining potential safe distances from cellular
antennae/telecommunications towers/WIFi, powerlines, cell phones,
electrical wiring and appliances, assuming there really is "a safe
distance."
It is also
important to citizens around-the-world to be informed as to the likely
need for supplementation re vitamins, minerals, etc. in order to help
reduce the ever-increasing numbers of persons in the overburdened
healthcare systems throughout the world.
Many are
depending on your good judgment and caring concern........ Take
care - Joanne
