Dear Industry Canada:

As you can see from the original e-mail (below), I requested a check of my
home in June 2004 for harmful radio frequency interference. At that time
Bakhos Hanna, Spectrum Management Officer, Central and Western Ontario
District, attended at my home, did a very quick check with one instrument,
and advised me that the radio frequency levels were safe.

For the past twenty months, I have not been able to live in my home due to
the serious ill effects that I suffer there. I have learned that I may be
electro hypersensitive, which is a sensitivity to electricity, electrical
and electromagnetic fields and electro magnetic radiation. I have spent
much time trying to understand what is causing me to suffer so much
discomfort and illness at my home and it now seems that pulsed microwave
radiation from broadcasting antennas and cell phone masts may be the true
cause of my illness.

I request that Industry Canada complete a full evaluation of the electro
magnetic radiation environment at my home. I wish to know what frequencies
are present and at what power. I would like to know from where the
frequencies are being broadcast to see if adjustments can be made that may
solve the terrible situation in which I am living. I also request to know
whether the electrical distribution system of Hydro One is bringing
dangerous frequencies into my home.

In addition, I would like to know if Industry Canada has any information
about health harm being caused by cell phone masts and broadcasted microwave
radiation. If so, please provide me with that information.

Lastly, is Industry Canada familiar with persons suffering from electro
hypersensitivity (EHS)? Do you know the cause of this illness and can you
provide me with any help and advice with this problem?

Dear Minister Bernier:

I sent the message printed below to Industry Canada, two weeks ago. I
received an automated message indicating that it had been displayed on a
computer, the address of which was Strategis Client Services of Industry
Canada. Since that time I have not been contacted or received any
information about my request.

As you can see from the contents of my original message, this is not the
usual "run of the mill" inquiry. The situation involves Canadian Government
Standards which may be faulty and a possible inadequate response from
Industry Canada to my initial request. These circumstances may have caused
me to be extremely ill and contributed to the unhealthy environment in my
home that has prevented me from living there for nearly two years. In these
rather extreme circumstances, I expected that Industry Canada would make a
special effort to assist with identifying the problem and finding a
solution.

Would you please advise me what has happened since my message was received,
who has been assigned to assist me, and what action is going to occur next.

Industry Canada recognizes the importance of considering the potential impact that radiocommunication antennas and their supporting structures may have on their surroundings. As a result, the Department instituted procedures which gives consideration to the environment; health and safety; and land use consultation. Industry Canada procedures for the siting of antenna structures are outlined in, Client Procedures Circular CPC 2-0-03, "Environmental Process, Radiofrequency Fields and Land-Use Consultation" which is available at our Web site:  http://strategis.ic.gc.ca/epic/internet/insmt-gst.nsf/en/sf01031e.html

With respect to the health concerns raised, Industry Canada has implemented procedures within CPC 2-0-03 which requires that all radiocommunication systems, (new and amended) be installed and operated in a manner that complies with Health Canada’s guidelines, entitled: "Limits of Human Exposure to Radiofrequency Electromagnetic Fields in the Frequency Range from 3 kHz to 300 GHz - Safety Code 6." In regards to your specific situation, it is my understanding that one of our Spectrum Management officers visited your residence in June 2004. At that time it was determined that there were no nearby radiocommunication facilities operating in your immediate area, and in conjunction with a walk around of your residence, while employing the use of a Safety Code 6 Alerting Device, it was determined that the Safety Code 6 levels for the general public were met.

In response to your recent enquiry and the concerns raised, I would like to indicate that we conducted another review of our licensing data on file and visited your area once more to see if anything had changed from a radio transmitter  perspective. Our findings indicated that the closest radiocommunication installation to your residence is slightly over 3 kilometres away.  As a result of this distance from your residence, the radiofrequency electromagnetic fields associated with this facility would be well within the SC 6 limits established by Health Canada. 

I have noted your request for Industry Canada to complete a full electro magnetic radiation review at your home and would like to indicate that based on our initial visit, the results of our most recent review and the fact that there are no radiocommunication transmitters close to your residence, your request cannot be supported.  However, you may want to contact your local health authority to determine if there might be other local issues that may be linked to the problems you are describing other than radio transmitters.
