Since then various other reports have been published which broadly
agreed with the Stewart Report analysis and recommendations and concur
with the views that there is a need to adopt a precautionary approach
2-10.
Fourth, in line with the Stewart Report, which recommended a further
up-to-date independent review (due May 2003) the NRPB, on behalf of
government, has asked its own independent Advisory Group on
Non-Ionising Radiation (AGNIR) to review the situation. Such a review
is currently on-going.

Professor Lennart Hardell at Department of Oncology at the University
Hospital in Örebro is heading a large epidemiological study on brain
tumours and mobile phone use. The study comprising over 1600 cases has
so far resulted in two published papers and two more are being
considered for publication. It was seen that users of analogue phone
had a statistical significant increased risk, OR = 1.3, with one year
latency, and this increased with ten years latency to 1.8. The
collection of new cases has continued since July 2000 and a new
analysis will be done in Spring 2003.
There is also a study on salivary gland tumours that is almost
completed and the results are to be expected during Spring 2003. At the
Department of Environmental Epidemiology, Karolinska Institute,
Stockholm, professor Anders Ahlbom and ass. Professor Maria Feychting
are participating in the large international WHO Interphone study, and
they are also part of the PMC study headed by professor Paul Elliot,
UK. More about these studies will be presented by others at the meeting.
At Chalmers in Gothenburg a dosimetry project is being done. They are
especially interested in modelling the inner ear since this is
neglected in present human head models. The model will then be used
with FDTD calculations to obtain the SAR distribution for the inner ear.
Dr Igor Belayev at Stockholm University is investigating the stress
response in brain cell and lymphocytes from rats exposed to
microwaves. In a 2D-gel electrophoresis a more than 2-fold change
in several protein spots have been observed after exposure of the rats
to 0.4 W/kg for 2 h. In another study biochemical markers in
lymphocytes from persons claiming electrical hypersensitivity are
studied. So far they have observed effect on chromatin conformation and
appearance of 53bp1 protein foci, which is similar to the stress
response from a heat shock.
The research group at Lund University is continuing their experiment
with the blood-brain barrier in rats when exposed to low-level
microwaves. They have now up to 1600 animals studied and the effect on
the BBB is reported to be largest at around 20 mW/kg. Now they also
report on damaged nerve cells in the brain as a result of the exposure.

Therefore, the results of the total project PERFORM-A will be available
in mid-2005. By that time the results of the epidemiological
multi-centre study INTERPHONE, which is also conducted under the EU's
5th Framework Research Programme, are expected. The EU, the WHO/IARC
and other institutions will then assess with great certainty whether
EMFs, as they are emitted from mobile phones and base stations, cause
an increase in cancer risks.

NEW CHAIRMAN FOR THE MTHR RESEARCH PROGRAMME
Professor Lawrie Challis, OBE, Emeritus Professor of Physics at
Nottingham University, will succeed Sir William Stewart, FRS, as
Chairman of the THR Programme Management Committee. Professor
Challis is currently Vice-chairman of the Programme Management
Committee and was formerly Vice-chairman of the Stewart Inquiry into
Mobile Phones and Health.
The present Chairman of the Programme Management Committee of the MTHR,
Sir William Stewart, announced today that he was stepping down to
devote more time to his new role as Shadow Chairman of the Government's
proposed Health Protection Agency.
Professor Challis said of his new role:
"This is an important and exciting research programme and we are all
extremely grateful to Bill Stewart for getting the programme
established so effectively. It is a great honour and privilege to
follow in his footsteps."
Sir William Stewart, outgoing Chairman, commented:
"I was recently appointed Shadow Chairman of the proposed Health
Protection Agency and I must devote a major part of my time and effort
into the setting up of this hugely important new agency. I shall be
sorry to step down because the MTHR is a good Committee. However I have
worked well with Lawrie Challis for many years and am very pleased that
the MTHR will be in his safe and independent hands."

DISCUSSION PAPER FOR THE THIRD CALL FOR PROPOSALS
Following the publication of the report by the Independent Expert Group
on Mobile Phones, chaired by Sir William Stewart, and the Group's
recommendation for further research in this field, a Programme
Management Committee (PMC) was set up to advise on this research
programme. To date the PMC has published two calls for research
proposals and the first tranche of projects is now underway.
The PMC has now decided to issue a third call for research proposals,
specifically in areas where the Committee has identified a need for
additional research in two areas, Psycho/Social Studies and Human
Volunteer Studies: general and special populations. This document
summarises the current views of the PMC in this respect. Interested
parties are invited to comment on these proposals before the PMC issues
a formal call for proposals. Please send any comments on these research
areas to mthr@nrpb.org by Monday

(2) Main study:
In the main study the PMC would like to see some of the following
subsidary questions addressed (in no particular order of priority):
(i) How has the message advocating a precautionary approach been
promulgated?
(ii) Who has received and acted on the advice?
(iii) What impact has this advice had on groups' or individuals'
behaviour, especially their use of mobile phones?
(iv) What impact has this advice had on groups' or individuals'
attitudes to the sitings of mobile phone masts?
(v) How has the precautionary approach affected the mast roll-out
programme?
(vi) Has the range of interpretations of the precautionary approach
advocated by IEGMP had an impact?
(vii) Has there been a difference over time as to how individuals and
groups respond to the precautionary approach?
(viii) Has familiarity and necessity changed individuals' and groups'
attitudes to this new technology?
(ix) How do people's own perceptions of risk affect the advice they
give to those in their care, for example, children and teenagers?
The main study will need to build on the results of the pilot study and
applicants may wish to apply to undertake both the pilot and the main
study.

I offer to your personal attention this "NEUE STRATEGIE DER INDUSTRIE"
based on my own experience as one exposed to microwave radiation at the
appalling distance of 5 meters as "Microwave Bombardment" since 1996
and owing to my knowledge in the field of industrial research (with
several registered patents) and as Chairman of two companies for over
20 ys.
On July 12 1999 the European Commission established under the heading
"Recommendations" the power limits of the ICNIRP. Surprisingly the
whole members of this Commission tendered their resignation on March 16
1999. May this "Recommendation" cause the practical corruption of
health of thousands of families throughout Europe?.

Muntané,
many thanks for your informations. I think the way explained in your
attachment could be a first step to accomplish minimizing radiation
pollution. To my knowledge the power flux density of 0,01µW/cm2 (= 100
µW/m2) however is to high. Health problems caused by long-term expusure
would surely not be prevented.

Thanks for your answer and prudent opinion about the limit of
power 0,01 microW/cm2 that I also share to protect to the population by
long-term. This level express the fear that I have for my children (7)
since we have supported during years 40 - 60 and even....more
microW/cm2. Finally we left the our house with dead guinea pigs and
irreversible health problems.
1º We recognize that the present attention and the social problem
is in great proximity of base stations (it affects 1 % of the
population) since the biological alteration is "accumulative".
The School of RONDA (MALAGA) informs recently about 8 abortions last
year near the base station (<50 meters) .
2º The most important attention and the main problem is the power of
microwaves that the mobile telephone introduces within the brain: Can
surpass 3 000 microW/cm2 that is three million times higher that the
direct radiation of microwaves emmited by the Sun (it affects 80% of
the population)
The prudent limit of power of 0.01 microW/cm2 means to place the mobile
telephone to 25 meters of distance and to forbid it in trains and
transport public.
3º Next: New communication by means of infrared optical antenna.
