Please see enclosed details about an important meeting in London on 19th October. I am presenting at the EMF Discussion Group meeting on 16th in London at the Health Protection Agency and will have a new presentation which could be given to this group, I am trying to get a position on the panel or at least secure a ticket, I would suggest anyone interested should do the same as any decisions made at this meeting could have an impact on the whole of Europe.

Best wishes

Westminster eForum Keynote Consultation Seminar on the EU Review of Telecoms Regulation

Timing: morning, 19th October 2006

Venue: Lewis Media Centre, Millbank Tower, Millbank, London SW1P 4RS, UK

On behalf of the directors of the Westminster eForum, I am writing to invite you to attend the above seminar.

This meeting will bring together key stakeholders to discuss the content and impact of the European Commission Regulatory Review of Telecommunications.  Its purpose is to provide a timely opportunity to consider the issues raised in the review, including radio spectrum management, the proposed deregulation of relevant markets, and the future for EU-level telecommunications regulation.

The morning is structured to enable discussion in ways that can be of practical use both to industry and to policy makers considering future approaches to these issues. The aim is to allow stakeholders to discuss the potential impact of the Review on the UK telecoms industry, before the close of the “Call for Input” on 27th October.

Sessions will be looking at: latest developments from the EU and UK; options for the creation of a single European market for spectrum; the regulatory areas that may be liberalised; and the future of national telecoms regulation.

We are delighted that Alex Blowers, Director of International at UK telecoms regulator Ofcom, and Nigel Hickson, Head of EU Telecoms at the UK Department of Trade and Industry, have agreed to give keynote addresses.

Other confirmed speakers so far include: Dr David Cleevely, Chairman, Communications Research Network; Stephen Crisp, Director of European Affairs, BT; Davide Gallino, Secretary, European Regulators Group; Ilsa Godlovitch, Head of Regulatory Affairs of ECTA; and Steve Hearnden, Director of Telecommunications, Intellect.

Rt Hon Alun Michael MP will be chairing part of the seminar.

I have attached a copy of the draft agenda below my signature so you can get a feel for the event.

We expect attendees and further speakers to be a senior and informed group numbering around 100, including Members of both Houses of the UK Parliament and of the European Parliament, officials from the Department of Trade and Industry, Department for Culture, Media and Sport, Home Office and other UK and EC Government department and agencies, and senior representatives from the telecoms, broadcasting and media industries, interest groups, support services, academia and the national and trade media.

As always with Westminster eForum meetings, the agendas are impartial and cross party, and are designed to provide Parliamentarians, officials and regulators with an up-to-date understanding of the nature and spread of stakeholder views on some of the most important current issues for public policy in IT, telecoms and related sectors. Complimentary places at the seminar including copies of the publication go to parliamentarians, government officials and regulatory staff, and to representatives of major media outlets reporting on the event.

Booking arrangements: To book your complimentary place, please reply to this email.

I do hope you can join us for this important seminar, and look forward to hearing from you. Please do get in touch if you have any questions.

Yours sincerely

Katie Osgood
