Einsätze privater Sicherheitsfirmen sollen erleichtert werden, auch mit
schweren Waffen. (?) Bereits vor Monaten hatte die Bundesregierung eine
Kommission aus Experten mehrerer Ministerien gebildet, die intensiv mit
den deutschen Reedern verhandelt. Seit Jahren verlangen die Reeder einen
besseren Schutz deutscher Schiffe, lange schwebte ihnen die temporäre
Stationierung von Soldaten oder Polizisten auf den Tankern und
Containerschiffen vor. Den Einsatz privater Sicherheitsfirmen lehnten die
Reeder lange ab, da sie die Kosten für Söldner auf den Schiffen scheuten.
Zudem wären diese nicht befugt, schwere Waffen an Bord zu bringen. Genau
an diesem Punkt will die Koalition nun ansetzen. Im Gespräch sind neue
Regelungen im Waffenrecht, die den Einsatz von Sicherheitsfirmen mit
schweren Waffen ermöglichen soll. Da die weltweit agierenden Agenturen ?
etwa die Nachfolgerfirma des skandalumwitterten US-Unternehmens Blackwater oder die Firma Dyncorps ? jedoch undurchschaubar und

außer Kraft gesetzt werden. Nach internationalem Recht sind die
Containerschiffe und Tanker, um die es hier geht, Hoheitsgebiet dieser
Billigflaggenstaaten. Für die Frage, ob Söldner ihren Dienst an Bord
dieser Schiffe ausüben dürfen, sind somit so schillernde Staaten wie

Warum es die Piraterie überhaupt gibt, wieviel Geld in militärische Aufrüstungsprogramme gesteckt wurde, all das wurde zumeist ausgeblendet. Jetzt ist auch dieses Land von einer Hungersnot betroffen, und es wird Geld gespendet. Es gibt die Dürre, ohne Zweifel, wie in den angrenzenden Regionen der benachbarten Länder auch.
