The Discrepancy Between Exit-Polling and Tallies on Election Day:

• Steven Freeman, PhD, University of Pennsylvania:
"Was the 2004 Presidential Election Honest?
An Examination of Uncorrected Exit Poll Data;

Part 1: The Unexplained Exit Poll Discrepancy."
Dr. Freeman describes the unusual exit-poll discrepancies in the
battleground states of Pennsylvania, Ohio and Florida, as “the odds on
all three occurring together are 662,000-to-one.” November 23, 2004
revision of November 10, 2004 paper

• MSNBC Countdown; November 23, 2004; “Zogby Vs. Mitofsky” (Keith
Olbermann).
Warren Mitofsky is considered the founder of the exit poll and works for
the National Election Pool (NEP) who conducted the large-scale exit
polling on election day, now refusing to release its “raw exit-polling
data” necessary to determine voting patterns and possible vote fraud.
John Zogby is widely regarded today as the nation's premier pollster,
significantly more accurate, for example, than the Gallop organization,
which trend to skew its polling to boost conservative numbers. Zogby
says the legitimacy of the election cannot be determined without the
NEP's "transparency." http://www.msnbc.msn.com/id/6533008/

“Exit Polls: CalTech/MIT Report” by Mark Blumenthal who writes, “Two new
reports on exit polls came to my attention over the weekend. Both
reports were written by PhDs from high-powered institutions, and both
contribute to the ongoing debate (or efforts to debunk) theories of vote
fraud in this year’s election. Unfortunately, I am not sure either
report brings us much closer to resolving the underlying controversy.”

• UC Berkeley Research Team Sounds 'Smoke Alarm' for Florida E-Vote
Count.
This November 18, 2004 statistical study by the University of
California's Berkeley Quantitative Methods Research Team shows an
unexplained discrepancy between votes for President Bush in Florida’s
counties where electronic voting machines were used versus counties
using traditional voting methods. “Discrepancies this large or larger
rarely arise by chance - the probability is less than 0.1 percent.”
http://www.commondreams.org/news2004/1118-14.htm

• The Hill, November 4, 2004,
“Those faulty exit polls were sabotage’ by Dick Morris. The Republican
advisor calls the exit polls in this year’s election “bogus,” without
offering a shred of evidence for that statement. Nonetheless, Morris
writes, “Exit polls are almost never wrong. They eliminate the two major
potential fallacies in survey research by correctly separating actual
voters from those who pretend they will cast ballots but never do and by
substituting actual observation for guesswork in judging the relative
turnout of different parts of the state. So reliable are the surveys
that actually tap voters as they leave the polling places that they are
used as guides to the relative honesty of elections in Third World
countries.” http://www.thehill.com/morris/110404.aspx

• The Free Press, December 29, 2004;
“The 2004 Presidential Election: Who Won The Popular Vote? An
Examination of the Comparative Validity of Exit Poll and Vote Count
Data” by Jonathan D. Simon, J.D. and Ron P. Baiman, Ph.D. Executive
Summary: There is a substantial discrepancy—well outside the margin of
error and outcome determinative— between the national exit poll and the
popular vote count. > The possible causes of the discrepancy would be
random error, a skewed exit poll, or breakdown in the fairness of the
voting process and accuracy of the vote count. > Analysis shows that
the discrepancy cannot reasonably be accounted for by chance or
random error. > Evidence does not support hypotheses that the
discrepancy was produced by problems with the exit poll. > Widespread
breakdown in the fairness of the voting process and accuracy of the vote
count are the most likely explanations for the discrepancy. > In an
accurate count of a free and fair election, the strong likelihood is
that Kerry would have been the winner of the popular vote. Download

"The recount of Ohio’s presidential vote was conducted in clear violation of both the spirit and the letter of the law. We can have no faith in the results when both the initial election and the recount were conducted in a haphazard and clearly illegitimate manner. Ohio’s presidential electors are tainted by unresolved allegations of voter suppression and the lack of a meaningful recount. Congress must reject and challenge their votes," said Cobb. One of the most significant problems with the recount was that few of Ohio’s 88 counties randomly selected sample precincts for the recount as required by Ohio law. “The lack of random sampling calls into question the legitimacy of the recount. A few counties did the recount properly and selected the precincts at random. The vast majority of them, however, chose the precincts in advance without the official observers witnessing or participating in the selection. That’s like showing up at a poker game with strangers and finding that you’ve already been dealt your hand," said Blair Bobier, Cobb-LaMarche Media Director. The use of the term is meant as a pejorative, to discredit anyone who supports such a notion. In reality though, the only part I really took issue with was the word “theory”. This is changing though. As more and more testimony comes in and the assassins keep scrambling for cover it is becoming obvious that the theory is crystallizing. When you have a man as compromised as Blackwell, seeking a legal way to not tell the truth, it appears obvious that we have moved beyond the realm of theory. When you see all mainstream media blackout such an important story and then refuse Congress to keep their exit poll data secret until after the inauguration, the land of theory has been left behind. Hoffheimer, after several Web columnists and bloggers joined Olbermann in questioning the bluntness of the phrase (one even wildly claiming this was a precursor to a Kerry "un-concession"), Hoffheimer changed his tone, emailing Keith: “There are many conspiracy theorists opining these days. There are many allegations of fraud. But this presidential election is over. The Bush-Cheney ticket has won. The Kerry-Edwards campaign has found no conspiracy and no fraud in Ohio, though there have been many irregularities that cry out to be fixed for future elections." Olbermann notes, “The problem is, of course, that it was not some great, conspiracy-based, tin-foil-hat, piece of linguistic gymnastics, to infer from the conclusion to Mr. Hoffheimer's Thursday statement, that the Kerry-Edwards campaign did not believe that "the integrity of the entire electoral process and the election of Bush-Cheney" warranted the public trust. It is, in fact, to use Mr. Hoffheimer's phrase, "the plain meaning" of the first statement. How do I know that? To borrow Chairman Sam Ervin's answer to that same question, as posed by John Ehrlichmann at the Senate Watergate hearings in 1973: "Because I can understand the English language.
