Dear Lord Rooker,

Re: New guide for planners and mobile phone operators, and the code of best practice encouraging greater consultation between mobile phone operators, local authorities and local communities.

As a member of a community and writing on behalf of 158 concerned residents in Hartley Wintney, Hook, Hants, I am greatly disappointed with the New guide for planners and mobile phone operators, and the code of best practice.

Perhaps you may answer some questions I/ we have:

a) Who specifically will be accountable should current ICNIRP guidance on limiting emissions, not be adequate in terms of protecting human health? Enclosed a copy of the Freiburger Appeal, this appeal begs the question why not more precautionary guidance is considered with these kind of health effects being registered by the medical profession occurring within current safety guidelines?

b) How does this new guidance relate to existing telecommunications developments, erected with out consultation and or notification? Is there a means to update, bring in line with current guidance, existing environmentally obtrusive/ ugly developments in residential areas? Is there guidance to revoke/ resite existing unsuitable, badly sited telecommunications developments, that are contentious with the community, wardmember and MP? Developments that now would be considered red when applying the so-called "traffic light system"?  If not, why not?

c) Why is no consideration given in this guidance to public perception of fear, being a material planning consideration, particularly as the new guidance positively accommodates hiding antennas? Particularly as there is now no "need" to even notify the LPA of certain alterations etc on existing structures, thus avoiding any public consultation and or notification?

Pasted below some more Cost pages as not every-one seems to be able to douwnload these. I am concerned,is this a way that existing telecomm development antennas could increase in power and or EIRP ? I do not know enough to understand this completely, but this seems to me one of the ways that operators can increase existing antennas without ever notifying any-one? I have included Alasdair as I hope he may be able to comment on this patch.
