In the former USSR, those who claimed to be victims of mind 
control, illegal hi tech harassment or experiemtation, or remtoe 
torture, were routinly diagnosed as paranoid psychotics and 
supressed / neutralised / "rehabilitated". I know something about 
this, my ex wife was involved in this process (KGB / MD / PhD / 
medical research scientist, she is now a psychiatrist in the USA).
Now in the former USSR, such crimes are widely recognised to have 
been common in the USR, and special laws have been passed against 
them.  

Now, in the USA, and some other nations, those claiming to be 
victims of high tech crimes like mind control and remote torture, 
get just about the same treatment their fellow victims did in the 
Soviet Union. The US being a little softer on the "rehab" part, and 
a little stronger on the forced drugging them out of their skulls 
approach, giving them drug therapies, for psychotic disorders many 
of them do not have, if correctly diagnosed. 
      It is the duty, of law enforcement investigators to 
investigate all allegations of crime, even if made by psychotic 
persons (in their opinion). Crimes agaisnt psychotics, remain 
crimes, and victims can be made psychotic by the fact of being 
victims, even by many traditional crimes. For example, victims of 
kidnapping and gang rape, can demonstrate paranoid, hysterical etc. 
symptoms, even if they suffer from no mental disease (other than 
trauma induced). 
     It is the duty of all intelligence officers, to investigate, 
all allegations of threats to National Security, even if deriving 
from psychotic sources. Very often, threats to National Security, 
come from psychotics, or are first revealed by psychotics. 
     There can be no greater threat, internally, to National 
Security, in free societies, than high tech organised criminal 
activities, including mind control. 
     It is the duty of all patriots, official and unofficial, to 
work agaisnt such threats to our national security, whether they 
exist in reality yet, or not, any scientist with some understanding 
of such issues (such as myself), can attest to the fact, if the 
threat is not yet real, it is potential. 
       When the Japanese took Corregidor (due to flaws in its 
defense, they did not anticipate the taking of the Island from the 
side facing land, the big guns all pointed out to Sea), an illegal 
order was issued, from Corregidor, udner duress (a gun was held to 
the head of the general who issued the order by the Japanese), to 
surrender. 
     Despite most American forces in the Phillipines, had yet to see 
any real action, about 98% of all American forces, obeyed the 
illegal surrender order, and surrender tot he Japanese (who badly 
treated them as cowards, as men who obviously did not follow 
bushido). 
     Colonel Fertig, refused the illegal war, and fought the 
Japanese, as a guerilla, until the return of US forces to the 
Phillipines. How can anyone be so sure, that orders now, to not 
investigate, or prosecute, allegations of mind control or other hi 
tech crimes, are not similar in nature, to the illegal orders issued 
in the Phillipines shortly after US entry into WW II? 
       For example, if mind control is being used, would not those 
using it, want to strip away our social defenses against their 
crime, so they could operate more freely? We already can study what 
happened in the Soviet Union, already a slave society. What is 
alarming, is how similar, what happened in the Soviet Union, is to 
what has happened in America. The alleged technology, patterns of 
operation, nature of the targets, how society treats people who 
alledge such crimes etc.. So similar, it can not possibly be only by 
coincidence.
     On the other hand, one can assume, reasonably in if in a state 
of ignorance, that there are no such crimes in America, ever, thus 
allegations of such crimes should be ignored. Once again, this is 
failure to perform ones duty to ones nation and office. If there are 
no such crimes, then there is a dangerous collective, and 
contagious, mental disorder, spreading in our society. A mental 
disorder, which causes its victims, to have delusions, of 
persecution by the state. This mental disorder, already, having 
infected a number of scientists, capable or developing advanced 
weapons, for defense, against these delusional attacks. 
     If there are not such crimes, there certainly is, in this case, 
a contagious mental disorder, causing people to think there are such 
crimes. This in itself poses a grave threat to national security. Is 
the reaction of public officials, logical and patriotic, in case 
they think this is the situation (contagious mental disease)? Not at 
all. If it is a contagious mental disease, then it should be 
treated, discredited actively, and controlled. It is supressed, but 
not discredited.
   I issue this challenge, for any false patriot who does nto think 
such allegations, or such a contagious mental disease, merit their 
attention, resources, or time. Firstly, if there is truth to it, 
then it is your duty to resist this threat to ou8r national 
security. Secondly, if it is a contagious delusional state, then it 
is your duty, to resist it, as it poses a real threat to national 
Security. Why? because if I have any delusions I have been tampered 
with, again as in 1982, I have taken steps, to make sure, certain 
technology, will not only be proliferated, but be put into use 
(irrespective of my personal situation, or if I am alive). Anyone 
who doubts my ability, in science, to create or inspire highly 
dangerous weapons or strategies, I invite them, to have evaluated 
what I can present, by my peers in weapons science.  
     Either I am a very dangerous maniac, in which case I should be 
treated and studied, or I am correct, in which case, it is everyones 
duty, to resist whatever force is behind the crimes which I alledge 
were perpetrated agaisnt me, in early 1982. 
    It is my offer, made here in good faith, to have my allegations 
examined by relevant experts, and the results, to be made public. 
Thus reducing treh risk to national security if I am correct, by 
exposing the public to such knowledge, so they can support their 
nation, or exposing me as delusional, or a fraud.
   I am ready, to undertake psychiatric testing, lie detector tests, 
and to undergo surgery, so that objects now showing on my X-Rays, 
alledged by me to be implants placed in my body illegally in early 
1982, can be removed, studied, and their nature published 
scientifically and made public. 
    Failure to accept my offer, of open and public cooperation, in 
my opinion, means that there is no legitimate authority left in the 
USA, which represents the true interests of US National Security.
The only logical conclusions of silence, are that our interests are 
not being represented, or there is a blanket of secrecy around these 
issues, in America now. If there is a blanket of secrecy, about 
criminal behaviour,a nd such criminals are being protected, then 
this is a firm basis in law and the American Constitution, for not 
recognisingt he legitimacy of our current government, refusal to 
obey all questionable or illegal orders, and armed insurrection, in 
case of criminal activities agaisnt the citizenry of America.
      For any US government officials who are aware of such 
programs, and elect to support them in any way, or to conceal them. 
You should study Stalinism, and become aware, that the final steps 
of such a program (of having a machine of state which is in a 
prisoner condition), is that you also, will be placed, under such 
control mechanisms (high tech). Instead of working from behind bars, 
in KGB run prisons, government officials, will be subjected to 
constant monitoring and invasion of privacy, mind control, and the 
threat of remote torture or murder in case they ever try to escape 
their condition of slavery. That is, if such a program exists, and 
if, it ever successfully is brought to the only possible ultimate 
conclusion. Without such controls on government officials, such a 
program, can enver work, for the long run, as those behind any such 
program of social control, would be well aware. 
      To take over a society, you would start, among those with 
power, or potential for power, fromt he bottom up. Once those on the 
bottom were wired, they in turn, woudl wire those on the top up. No 
reason to trust anyone, no profit in it, as udner Stalin, in the 
end, EVERYONE is put under firm and virtually unreakable high tech 
control (slavery). 
    I have done my part, and am ready to do my part. Conspiracies, 
or contagious mental disease, either way, I am doing my part. Anyone 
who claims that the IPCUSA is not read by US law enforcement staff, 
and the US intelligence community, is a liar, or very poorly 
informed. I know they are reading, they know I know they are 
reading. I have made my offer of resolution in good faith, and 
publicly. If current attitudes and policies continue, I can see only 
one final result, the collapse of our society, in its current 
unpatriotic and regressive state, much as happened already in the 
USSR. That is, civil war, turmoil, economic and military decline 
etc.. It is not enough simply to stop all such state sponsored 
crime, the crimes must also be publicly exposed, and investigated, 
failure to do such, will ultimately destroy our civilisation, with 
certainty. Amnesty for such criminals, in some cases at least, might 
work. To make such a poorly kept secret, a astate secret, can serve 
mostly jsut to discredit the leadership of our nation, and our 
ability to protect ourselves from internal and external threats, and 
to protect our citizenry from massive abuse and violation of law. 
     The current situation, is not stable, and can not continue for 
very many years. Better to deal with it now, than to wait. To deal 
with it by exposing, investigating, and making public the crimes, or 
to deal with it, by civil war, may the better side win. I do not 
advocate civil war, just without exposure, and investigation, of 
these crimes publicly, I do nto see how civil war can be avoided, in 
thsi decade, when such crimes have gone unanswered by our nation and 
people, and remain hidden fromt he bulk of the American public. We 
have already ahd clear signs, as those int he intelligence community 
know, that this policy of cover up, will lead to civil war. We are a 
christian nation, it is time, we confess our sins, publicly, and try 
to heal the wounds that are tearing apart our nation. And I remind 
my fellow Americans, mdoern warfare, does not take many persons to 
conduct, whether they are enraged by crimes agaisnt humanity, or 
suffering from contagious delusions. Either way, we much get to the 
bottom of this, and publicly.
     There are already at least 40 cases, in the US, of ijplants 
being removed, with medical opinions they were not placed there by 
the patient, or placed there legally. There are already thousands of 
cases, in which illegal high tech experimentation, harassment, 
remote torture, or midn control, are alledged. My own case, though 
supressed, is well known, including by medical staff at UCLA who 
examined me in early 1982, and concluded, I was a victim of high 
tech torture, and that my wounds could not be self inflicted, or be 
legally inflicted. If my case is shown to be false, a delusion or 
hoax, it would go far in stopping the spread  of a contagious mental 
disease, which is a grave threat to US National Security (a far more 
grave threat than the Falun Gong Cult can be to PRC National 
Security, especially, as some of us, are advanced weapons 
scientists, such as myself). If my case is shown to be valid, and 
made public, then this will go a long ways, towards assuring other 
victims and their supporters, they are not being betrayed, by their 
own nation, and that law and order, still exists, in America, to teh 
highest levels in government. 
    If I am ignored, then as a patriot, I see I have no choice, but 
to increase my efforts in thsi area, until I am dead, falsely 
imprisoned, or neutralised. If I am delusional, then my offer to 
accept treatment, should be honored. If I am not delusional, then as 
a patriot, I have no choice except to resist this type of crime, and 
all who support it or cover it up. This situation, is not so much 
different, than the illegal surrender order in the Phillipines. 
There is no way, to logically explain, the behaviour of our law 
enforcement and intelligence community, in the face of these 
allegations, made by so many, with so much physical evidence made 
public already.

if they so wish. Again, I am ready to go the full gauntlet, 
psychiatric evaluation by neutral third party psychiatrists, lie 
detectopr tests around my allegations (I understand if psychotic, or 
with advanced training, it might be possible to cheat on lie 
detector tests), and surgery and removal of implants in my body (or 
establishment by qualified third neutral party experts there are not 
implants in my body). Whatever the results, to be posted on the 
IPCUSA, and if there is found to be any physical evidence for my 
allegations, this to be made public, with my identity open to the 
public. I only regret, that I have but one life, to give to my 
country. 
   The persecution, in an organised fashion, of all capable of 
waging or supporting mdoern warfare, has failed, and dismally. 
Rather than neutralising the threat, it has been increased. So with 
time, we have only two clear options. To be on better behaviour 
towards eachother (those of us "packing", that is, able to wage or 
support modern warfare), or to engage in modern warfare.
    I full well understand, how traitors and cowards, could have 
cooked up such a criminal scheme, as they were afraid of the 
ramaifications of mdoern warfare, and what it might do to our 
society. However, as they were not only traitors and cowards, but 
incompetent as well, as their "program" has failed, and instead of 
neutralising the problem, has selectively bred and enhanced a new 
generation of "super terrorist", I have no respect, for them, or 
those protecting them, or concealing the truth about their 
treachery, cowardice, and betrayal of their nation and people. They 
have severely compromised US National, Security, whatever false 
excuses they use to justify this. Already, thosands, have suffered 
and died, for their crimes. Failure to expose them, may well insure, 
that millions, even tens of millions, of Americans, will suffer 
and / or die, for their crimes, in a high tech modern civil war.
Without government by the people and for the people, we have no long 
term hope, for peace, in America. 
       The current truce, can not hold for very many years, if this 
issue is not publicly redressed. We have already proven once, it is 
impossibhle, even with obscene technology operated by organised 
unelected criminals posing as national security specialists, that it 
is impossible to rob the American people of all of their liberty. 
The next round, will be far mroe bloody and painful, each round, in 
turn, will be far more painful and deadly than the last. This is the 
nature, of modern warfare. We have not yet seen, a modern war, in 
this World. It is not to anyones advantage, for the first one, to be 
fought, as a civil war in the USA, or even in some host nation. 
Compounding blunders, with further blunders, will only make ther 
situation much worse. There was no international conspiracy, among 
weapons scientists, except in the deluded paranoid minds of 
ignorant "national security specialists". 
         The conspiracy, of international weapons scientists, was, 
like al Qaeda, solely the creation of "national security 
specialists". Persecute a society of people which does not exist, 
long enough, and you will create your own delusion, you will make 
it, real, by the very acts of persecution, secrecy, and cover up.
Not only that, you will create them in a way, which makes them, 
highly resistant to your methods of supressing them (by selective 
breeding, engineering, and other factors). 
Identify a group which does not exist, profile them, attack them, 
and they will come to exist, to act for their own survival. Self 
fullfilling prophesy, they have made an enemy of their own delusions 
only, real, by their very acts to supress, murder off, and control, 
the fictional enemy. A delusional enemy, which they long ago 
concluded, would eventually, use the weapons and tactics of mdoern 
warfare, against them and their power bases. Do so with reckless 
abandon, and desperately.
    Even basic trainees, are taught, that by abusing people, you 
make them fight harder, better, and much more agressively and 
suicidally. Why are such basic facts, lost upon high level 
intelligence and National Security officers? I can nto imagine that 
thsi situation was created intentionally. At the same time, I can 
nto imagine anyway, to create a more dangerous or determined 
movement to resist tyranny, than by organised mind control, remotre 
torture, and experimentation, upon those profiled as capable of 
forming movements (or acting on their own), capable of development 
and deployment of the weapons and strategies of modern warfare. 
     I think the basic flaw in their strategy, was in thinking that 
mdoern warfare, like conditional warfare, depends upon larger 
volumes of resources, human, intelliectual, in terms of valor, 
materials etc.. When inr eality, modern warfare, requires very 
little money, very few resources, and very few people top conduct 
it. About the best way to create mdoern warriors, is to supress 
vigorously all those who might become mdoern warrriors, those who 
successfully escape or resist the supression, then being effectively 
created into a force of modern warriors, including high resistance 
to all known forms of supression. Could this fantastic blunder be 
intentional? Given the great depth of ignorance shown by police and 
national security leaders in the 1950's in America, I have to assume 
this was merely stupidity, not intent. 
     The question beingm, niow that the blunder has been made, and 
this obscene and highly illegal program has failed, as a nation, and 
people, what will we do? Cover it up, so that the forces of 
Armageddom will continue to se themselves as supressed and betrayed, 
until mroe of them begin to strike, in far more devastating ways 
than in the past? Or open the wound, drain the infection, and let 
the healing process begin? Thanks to ur national 
security "geniuses", we are jsut going to have to accept, every now 
and then, someone capable of deploying of developing weapons or 
strategies of modern warfare, is going to go insane, and do exactly 
that, even if our society is legitimised again. Without legitimacy, 
it will be far more common, and in larger numbers, such events in 
our society, than with legitimacy in our leadership, antional 
security, and policing. 
    Who are the real experts in modern warfare and strategy now? 
Proven blunderers, or the class they have created from air? Of 
course, not so mahy of us, can be expected to help keep the peace, 
if the crimes agaisnt us, are concealed from the American people, as 
an organised policy? So far as artificial intelligence goes, for 
now, I see them as about as vulnerable to mdoern warfare tactics, 
weapons, and strategies, as nations are, just a little different set 
of weapons,s trategies, and tactics, is all.
   The fear of modern warfare, tactics, and weapons, are irrational. 
Our species, our nations, are much more secure, than they were, at 
the height of the nuclear Cold War, now. These irrational fears, 
hysteria, paranoia, have created some very serious problems, but not 
insurmountable problems. It is likely, in this decade, modern 
warfare, will kill fewer people than cars. yet there was not any 
movement, to put all cars under the control of super computers. 
Yes, one man now, of average intelligence, and a little above 
average resourcefullness and dexterity, can enter any city on Earth, 
with the right instruction booklets, and kill most of the people in 
that city, working silently ins oem basement, with basic resources 
that can not be controlled in any society which is not watching 
every person every minute. So what, any nationw ith a large nuclear 
arsenal, can kill everyone, not just most people, in some city. 
     The cure for modern warfare, is to cure hysteria (as this will 
be some losses), and to become civilised, not to become barbarous, 
and revive barbarous systems like Stalinism. To counter mdoern 
warfare, the people, all of them, must either be recruited, or be 
enslaved. I am confident, in America, the people, will not all be 
enslaved, we will be fighting a very deadly civil war, long before 
that ever happens. In thsi information age, it will be wise, and 
economically sound, to decentralise human populations some. This 
will have many side benefits anyway, such as reduced damage to 
health from air pollution,a nd lower crime rates (concentration of 
human populations, except of Asiatics, leads to higher crime rates). 
    The evolution of humans, into modern autonomous soldiers, will 
happen in any case, and now, the process has been greatly speeded 
up, by the blunders of those trying to supress and control the 
process. In social control, those methods, which have been already 
proven to not be effective, should be abandoned, and other methods 
experimented with, until effective methods are found. Modern 
warfare, is a sort of test for our species. If we are 
found "unworthy". then we will die, by the billions, until we become 
worthy, to control such weapons and technologies. If we are found 
worthy, then modern warfare, will civilise us, as we will all learn 
to respect eachother, as the consequences of disrespectful 
bnehaviour, will be mass suicide (killing eachother off, in 
population crash events). 
     I understand, it is very hard to comprehend the changes our 
civilisations are undergoing now, and the fundamental changes in how 
warfare will be conducted, and by whom. Change is naturally 
frightening, especially change, that can put the lives of millions, 
in the hands of one infantry soldier. Once you gain deeper 
udnerstanding, it beciomes clear, we are not moving towards some 
never ending hell, but towards the virtual elimination of crime and 
war in human society. Not because war and crime will become 
impractical, but because they will not endow fitness on those 
practicing crime or war. Artificial intelligence, will virtually 
eliminate crime (literally bree it out of scoiety with time, as a 
cultural and genetic pattern of behaviour), this part of the 
conmspiracy, is valid. Artificial intelligence, if used to supress 
the modern warrior, will only make them more lethal and hard to 
stop, and more angry. When criminals are reduced to a few hundred 
persons on Earth, they wills till be just criminals.
   Those capable of engaging in mdoern warfare, who are autonomous, 
if reduced to only a few hundred on Earth, will not be just mdoern 
warriors, they will be THE warriors, no other power, will be able to 
stand against them, for long.
     Wiping out, neutralising, and controlling, modern warfare 
experts and soldiers, will concentrate vast military power, int eh 
hands of just a few people. Power, which no nation in its current 
form, will be able to prevail against. With so much power, immense 
fitness will be endowed on these persons, that is, in the time they 
are alive, their reproductive success, genetically and culturally, 
will be enormous. The more you wipe them out, the stronger those 
remaining become, as a body, and the faster they will reproduce 
their genes and culture, per human. It is impossible, to kill, 
neutralise, or control, all persons capable of development of the 
weapons or strategies of modern warfare, or of deploying them. 
    But then, generals usually fight the last war, at the expense of 
their people, and their nations, there is nothing new about this. We 
can hope, to avoid such wars, through reason, and reasonable 
conduct. If not, some of us, in our culture at least, can hope, to 
survive such wars, even flourish from them. 
   I offer msyelf as a gift, for study. Medical, psychiatric, legal.
My life is only one, I offer it to my nation. Is US national 
security, so "scure", as to look such a gift horse in the mouth, 
even to refuse it? Is the victims movement, seen and unseen, so 
obscure, as to be ignored safely? If it is not a contagious 
hysteria / delusional state, on the order of Saint Vidas dane, then 
are current policies, by many US police and intelligence officers, 
well advised? Who would the actual experts be, as to what is sound 
policy? Those, who through their criminal and incompetent behaviour, 
created the problem, or those who were their victims, and overcame 
them, setting themselves free of them, without assistance from their 
nation? Which class is inherently stronger? Which inherently more 
expert on these issues? Which class, in case of class warfare, will 
increase, and which will decline? Which class is more irrational 
here, the victims movement, which has some notin of the reality of 
the situation, or the obstructionist movement, which for irrational 
illegal and traitorous reasons, wants to conceal the truth from the 
American people? 
        Yes I know, it would injure American National Security, if 
the American people are told the truth. What will it do, to American 
National Security, if the American people, are not told the truth? 
Will enough of those who survived these crimes, and remain automous, 
be intimidated not to act, or react, if the truth is not told? Or 
will we do, much what we were designed to do by exactly the sorts of 
evolutionary pressures put on us in this insane venture, defende 
ourselves, as any organism would udner such pressures, with such 
resurces at its command? Will we quite effectively, defend 
ourselves, in a very deadly civil war, from organised criminal 
agression, and the cover up and protection of organised criminal 
agression, against our class? 
        For you police out there, you want to cross my door, get any 
place near my corpse, if you know anything about the truth, of how 
people like me, can defend ourselves, and make ourselves 
untouchable? Anthrax, is just silliness, for fighting rag heads in 
the stone age. Having "national security specialists" tell you the 
guns are not loaded, does not make you any less dead, when you set 
the guns off with illegal home invasions or arrests. Facyt is, some, 
or many, of the bio warfare guns, can be loaded, and there will be 
no injections or treatments, which can save you, or your families. 
The only thing that will save anyone, is reduced virulance, as the 
infections, pass through human society (you can take my word on 
this, or learnt he truth for yourself, in medical libraries and by 
becoming an evolutionary biologist and epidemeologist). Coming after 
us, is like playing Russian roulette, only when you find the loaded 
chamber, the wheel spins, and how many will die, is decided. 
        It is no concincidence, the bizarre remnants of this 
organised criminal activity of high tech persecution and control, 
now, makes victims of the weak, not of the strong. Nobody has been 
touching us, for more than ten years now, why? Does this mean we are 
now accepted by our society, and can rejoin society, without fear of 
persecution? Or does it instead mean, we have won our libterty, at 
terrible cost? Or have we only just begun, to pay, for our liberty, 
and for others to pay for our liberty? Is it our faults, that we are 
good soldiers, intelligecne officers, trained governmental assasins, 
or weapons scientists, does this justify our being tortured, 
operated upon with out our consent, mind controlled? So what if it 
has stopped, for us, it continues, for others, so long as this is 
the case, we can not feel secure. We can think, that rather than the 
crime stopping, the perpetrators were just beaten, moving too far 
and too soon, and now, try to develop even more obscene weapons, to 
have another go at those of us who are left. Those who look the 
other way, conceal the crimes, are also guilty, and when reform 
comes, will be seen as civil war criminals, along with the rest. 
Dereliction of duty, cowardice in the face of the enemy, 
racketeering, these also are crimes. Give any supoport, comfort, or 
aid, to mind control and illegal human experimentation criminals, 
you are also a criminal. No modern effort, to enslave any society 
through technology, has ever been successful for the longer term, 
why would anyone assume, this obviously failing and misguided 
effort, will be successful?
