To all victims of mind influencing/control harassment, electronic harassment, hi tech anonymous crime:
To this day, there has been very little success getting any authorities to address our request for help in investigating the crimes that are being committed against us, which seem to be coming from a very hi tech, anonymously and remotely-delivered perpetrator. The perpetrator(s) seems to be a very well organized and covertly operated project that must be financed by either a wealthy organization or government intelligence operations. None of us seems to know for sure. But what most of us can agree on is the fact that we do not have access to the methods and technology that would allow us to prove that what we are saying is true.
One nearly unsurmountable problem is this:
If you claim to
1. Hear voices in your head or experience any kind of sensory disorder/hallucination and
2. If you claim that you are being stalked, spied on or watched remotely
then any and all mental health professionals you state this to is/are required by his/her license to practice professionally to label you as schizophrenic, psychotic or at least neurotic. If he/she doesn't do so, then that mental health professional could lose his/her license to practice.
So even though there is enough evidence to show that
1) voice to skull technology exists and has been demonstrated and other means of remotely influencing the physiology exists, and
2) group stalking, electronic stalking and other means of "watching victims" exists and can be demonstrated historically
we are nevertheless caught in a catch-22 situation where if we tell truth, regardless of evidence and commonality of the complaint, we are necessarily labeled as a mental case and, due to this, authorities need not respond any further to our requests for help.
Since we lack both evidence and the exact name of a perpetrator to prove our cases through the normal process of law, this project is an effort to bypass the need to prove that actual mind control exists, and rather focus on an attempt to prove that discrimination exists in a multitude of government agencies whose sworn duty it is to help us investigate our claims of criminal activity being committed against us.
To carry out this project, we simply send out complaints into various agencies and organizations (a long list follows this letter) who are supposed to help citizens of the United States who are being victimized by crime. We send these complaints out through the regular post office and when we go to mail our letters, we make sure to send them certified or registered mail, and be sure to get a receipt to prove that the letter was mailed.
Then we wait a reasonable amount of time, say 3 months.
Then, when we have not received any response or help from the agency that we contacted, we begin proceedings to launch a class action lawsuit as a group against all of the agencies listed, for discrimination against us, based on our common use of the word "mind control" or some other phrase that means the same.
In other words, we are not here trying to prove mind control, we are only trying to prove discrimination against us just because we claim mind control.
This is just a baby step for us to try to get our foot in the door.
Many of you have already sent out letters and are ready for the next step. Thank you for your patience, and please help other victims that you know of to get their letters sent. Some people may need help in paying for the certified or registered fee at the post office. If so, please make your situation known on the forums so if there are others who can help you they will be able to find you.
When sending your letters, please make them short and concise. There is a sample letter here you can use to help you stay focused. Remember, we are asking for help, we don't have to give every detail about our victimization at this point in time. When and if you are contacted by an authority, there will be able opportunity to give the nitty gritty details of your case.
If you have sent letters in the past but did not send them with proof of mailing, please re-send the letters again with proof of mailing.
The project that is addressed here is relatively simple to carry out for most victims. All that you need to do is write five (or more or less as you see fit) letters to agencies and organizations which you believe have a responsibility to investigate the criminal situation that you claim is happening in your life.
Once you have sent your letters and now have a proof of mailing receipt (either certified or registered mail) please copy the receipt for your proof of mailing and sent it with a copy of the letter you sent to:

Perry Shuckman is maintaining an evidence depository free of charge for all mind control victims. You may also want to send him copies of any other kind of evidence you might have that can add to the accumulation that we are building in order to construct a formidable law suit. At this point, however, there just isn't enough to prove mind control technology exists and prove who is perpetrating the crimes. That is what we are all working on but in the meantime, this letter writing project is a small step we can take right now to help build a better case for the future.

Eleanor White's suggestions:
I would recommend NEVER using the term "mind control"
in the letter. More than that, I would use the not-often-
discussed part of "voices" - those OTHER anomalous
sounds only - like phone ringing when it's not, alarm
clock going off when it's not, pager going off when it's
not, knocking on the door when no one is there,
rapping on household surfaces every few minutes to
keep one awake and so forth. Describe "voices" and
you open yourself up a big can of worms.
Then describe the other "odd effects" such as flailing
of limbs, anomalous nudging of limbs doing delicate or
messy work, powerful vibration in body parts and
nearby objects. Or bee stings and unquenchable
itching which can only be stopped by raking your
skin down to blood, and for which there is no rash,
and often worst when you are trying to sleep.
Mention being suddenly forced WIDE awake at night
and being totally unable to sleep for hours, repeated
for months and years. (The LIDA, running on high
pulse rate, can do that.)
Mention the four proven beyond denial technologies
which can totally destroy the life of someone
targetted with them:
- Sharp's microwave hearing
- Lowery's Silent Sound (both a commercial
product and military tactic)
- The old medical device, the LIDA
- Through the wall radar
By having those in EVERY letter, those receiving
the letter cannot write the letter of as delusion.
SEAMLESSLY LOCK IN all the harassment and
sabotage at home, work and on the car, much of
which is or could be witnessed, and some of which is
photographed. Seamlessly lock in having friends and
even family suddenly turn against you. While describing
people turning against you, mention David Lawson's
research about rumour campaigns. Some of us have
found out by hearing it from the perps that we are
supposedly drug dealers, prostitutes, pedophiles.
Rumour campaigns are a real, undeniable part of
life.
Mention happenings in transit which cannot be random,
like four people running past stop signs and forcing
you to slam on the brakes four times in a single trip.
** Do NOT say "symptoms like mental illness". That
is an invitation to the authorities to say you ARE
mentally ill.

For the past ____ years, I have experienced events and experiences in my life that I can only attribute to anonymous hi tech mind control targeting. The symptoms of this targeting appear very similar to those of mental illness but I assure you that I am of sound mind as I write this letter and have been throughout the whole period that I have been targeted.
I have been in contact with a great number of other targeted individuals and in comparing notes, we have all found that our symptoms and experiences follow a very similar pattern. (please see Eleanor's suggestions above to cite symptoms).
The group I speak of has done quite a bit of research into areas of technology, and we have found that the exact methods for anonymous mind control targeting may or may not be available to the general public--perhaps they are of a classified nature.
We have surmised that this targeting is masterminded by a group or an organization that is capable of immense secrecy while influencing a great number of people. Hence we feel that we are being used, illegally, as human guinea pigs--perhaps for some very dangerous mind control technology involving military intelligence. Or possibly by corporations that are involved in secret biotech experimentation.
I am asking your agency for a fair investigation into this matter. Such an investigation is due us, by the sheer number of reports of this kind of technology, and the fact that there are numerous scientific reports that technology does exist which can influence people's minds, perhaps using EEG brain wave technology or _______.
So far, every government agency we have contacted has categorically refused to acknowledge our situation.
